【摘要】 [目的]分析滨州市结核病防治规划(2001～2010年)的成本与效益,评价规划实施效果。[方法]依据《全国结核病防治规划(2001～2010年)》终期评估实施方案,自评与抽评相结合,对滨州市的相关资料进行分析。[结果]2001～2010年规划期间,全市累计登记活动性肺结核患者13 307例,其中因结核病死亡56例,涂阳肺结核治疗成功10 021例,涂阴肺结核治疗成功2 322例,估算未经治疗死亡3 328例,减少肺结核患者死亡3 272例,避免感染72 321例,避免新发患者7 233例。全市投入结核病防治的社会总成本为1 091.56万元,估算结核病防治减少医疗费用492.75万元,挽回社会总价值13.01亿元,估计每挽回1个伤残调整生命年损失所需要投入的金额为138.47元,每投入1元结核病防治经费可产生119.67元的社会经济价值。[结论]滨州市2001～2010年结核病防治规划实施的社会效益和经济效益显著。更多还原

【Abstract】 [Objective]To analyze cost-benefit of 2001-2010 TB control and prevention,so as to evaluate its practical effect in Binzhou city.[Methods]According to the terminal evaluation scheme in the national tuberculosis prevention and therapy plan(2001-2010),the related data of Binzhou city were analyzed with the self-evaluation and sampling-evaluation.[Results]There were 13 307 active TB cases registered in Binzhou city,of whom 56 died of TB,and there were 10 021 smear positive TB cases and 2 322 smear negative TB cases being successfully cured.It was estimated that 3 328 TB cases would die of TB without treatment,smear positive TB cases were successfully cured and avoided being dead due to irregular treatment in 3 272 cases,72 321 people avoided being infectious,onset was avoided in 7 233 cases,it cost about 10.91 million yuan to control and prevent TB in Binzhou city,about 4.92 million were saved in hospital expenditures,the total of about 1.3 billion yuan social overall cost were saved.It was estimated that investment of 138.47 yuan can save a DALY,and it can achieve 119.67 yuan output in finance if the cost of one yuan was invested,2001-2010.[Conclusion]The implementation of 2001-2010 TB control and prevention program in Binzhou city has achieved significant social and economic effect.更多还原
