【摘要】 本文采用定量与定性相结合的方法,调查泸州市医务人员对医疗责任保险制度相关问题的态度与意见。调查结果显示,医务人员对医疗责任保险制度的认识程度偏低、政府的政策与法规不完善、资金支持不足及保险公司方案不合理是影响该制度推行的主要原因。在此基础上,提出泸州市合理实施强制医疗责任保险制度的建议,包括加大医疗责任保险知识的普及程度,提高保险意识;完善保险机构的保险条款,增加可投保险险种,扩大保障范围;保险公司设置合理保费,扩大赔偿的限额,提高办事效率;加大对相关专业人才的培养:建立中立的鉴定调解机构,等等。更多还原

【Abstract】 In this paper,by adopting the combination of quantitative and qualitative methods,the author tends to make a survey of medical staff’s attitudes and opinions of medical liability insurance system and the related issues in Luzhou city.According to the survey,the major influential factors to the implementation of this system are:the low level of medical staff’s understanding of the medical liability insurance system,the imperfection of government’s policies and regulations,insufficient financial support,and unreasonable schemes of the insurance companies.Based on the survey,the author puts forward the following suggestions to implement compulsory medical liability insurance system reasonably in Luzhou city:increasing the popularity of medical liability insurance knowledge to raise insurance awareness;improving insurance clauses,increasing the insurance types,and expanding the guarantee scope of the insurance institutions;insurance companies’ setting up reasonable premium,expanding the compensation limit,and improving efficiency;strengthening the cultivation of talents in this profession;setting up a neutral appraisal of mediation,etc..更多还原
