【摘要】 与其他地方正在推进的"大病保险"有着许多不同点,深圳市通过增设地方补充医保、门诊重特大疾病保障和重特大疾病保障住院付费方式改革等方面构建具有本市特色的重特大疾病保障机制。2010-2012年数据分析表明:保障水平达到了国家要求,个人负担比例总体上处在合理区间,管理成本较低,成效较为显著。笔者结合当地实际,对重特大疾病保障机制该以什么形式来保、保到什么范围和程度、该由谁来保等问题进行了思考。更多还原

【Abstract】 Three ways were used to build the assurance mechanism for serious illness in Shenzhen:to provide a local supplemental medical insurance system, to establish an assurance mechanism for outpatient service and to construct a suitable medical insurance payment system for inpatient service. The medical insurance data of 2010 to 2012 in Shenzhen demonstrated that the effect of the construction of assurance mechanism for serious illness was significant. The level of the medical security in Shenzhen has achieved the goal of national medical insurance reform. The proportion of personal payment was reasonable and the administrative cost was low. To improve the assurance mechanism for serious illness, several related issues were addressed in the paper:the necessity of setting up the insurance system for serious illness, the level of insurance coverage, the degree of assurance and who should be the provider for the serious illness insurance..更多还原
