【摘要】 公民是法治国家建设的基本主体,培育具有责任感的公民,实现公民追求正当权利与承担社会责任的内在统一,是实现依法治国方略的重要课题。本文针对当前公众中存在的权利意识强而社会责任意识弱、缺少主动参与意识等现象,从强调权利和义务、权利和责任的统一性,权利和责任义务的不可分割性的角度出发,在权利意识与责任意识之间寻求平衡点。具体而言,既要增强公众的权利意识,同时还要注重其责任意识的培育,包括通过自身约束和外在的立法来增强领导干部的责任意识;通过赋予公众权利,培育公众的责任意识。更多还原
