【摘要】 1979年我国自费出国留学活动实现"零的突破"之后,自费出国留学群体经历了"从无到有并不断发展与壮大"的历程;与其基本相适应的自费留学政策也应运而生并持续发展。仅与本世纪初相比,2012年度自费留学生总量就增长了12倍以上。回国或仍在世界各地的近300万中国自费留学人才群体,为全社会的科技进步与祖国的繁荣发展作出了积极贡献。历年积累的相关数据表明,我国自费出国留学活动已经进入相对稳定的"繁荣发展期";数十年的留学活动实践证明,"留学外交"的重要性日益凸显,并已逐渐发展成为塑造中国形象、争取国际理解、影响国家战略的公共外交活动。回顾我国自费出国留学的时代特征、基本经验、未来趋势以及政策导向,可以看到,"我国自费出国留学活动处于划时代的繁荣发展期,但却面临着一些新的问题与挑战";保持我国自费出国留学活动长期、稳定、持续发展,需要"始终坚持"的三个基本经验;深刻把握我国自费留学人才成长的未来趋势;始终坚持"要把改革的精神贯穿到出国留学事业的各项工作中去。要把改革的成果惠及到广大留学人员,要把改革的措施落实到留学服务的一线岗位"。更多还原

【Abstract】 Since 1979 when the paying study abroad of our country emerged first in our country,the groups of paying study abroad have experienced the road of development,and the paying study abroad policy has come out and developed continuously.Compared with the beginning of this century,the total number of the paying students studying abroad increased 12 times,and the three million of returned students and the students studying abroad have made great contributions to our country’s economic and scientific development.The data of every year expresses that the activity of paying study abroad has entered relatively stable period of development.Activity of study abroad in the decades shows that the importance of study abroad foreign affairs has become more and more obvious;the activity has set up the image of China,received understanding of the world and influenced the foreign affairs of our country.This paper concluded the time feature of paying study abroad at present,the fundamental experience,the future tendency and the policy guidance.更多还原
