肇庆市突发化学中毒医学应急救援及危害评估系统研制与应用

【摘要】 目的建立科学、实用、快速、准确的突发化学中毒事故医学应急救援系统,提高本市突发化学中毒事故时应急反应、指挥决策能力。方法收集肇庆市危险化学品源、卫星影像电子地图、气象、水文、地理地貌、人口分布和医疗应急救援资源分布等资料,建立系统的化学中毒应急救援资料库,进行支持系统结构设计,数据的录入,调试与实际应用效果的检测。结果本系统包括事故条件设定、危害程度评估、应急响应方案、医学应急救援、事故档案管理和地理信息系统等多种信息管理功能模块及化学品毒性数据库。在危害事故模拟评估、应急救援演练和突发化学中毒事故现场处置等应用中,能够快速、准确、直观地评估化学事故危害程度,自动生成相应的应急救援预案,并可应用于职业病危害评价,指导企业排查职业病危害隐患。结论本系统可为行政部门提供直观的信息和决策支持,为应对处理突发化学中毒事故提供科学依据,具有一定的科学性、先进性、可行性和实用性。

【Abstract】 Objective To establish a scientific,practical,fast and accurate medical emergency rescue system for sudden chemical poisoning accident,and to improve the emergency reacting,commanding and decision-making ability in sudden chemical poisoning accidents of Zhaoqing.Methods By collecting source of dangerous chemicals,satellite image map,meteorology,hydrology,geography,population distribution and medical emergency rescue resource distribution of Zhaoqing,a systemic firstaid database of chemical poisoning was established,a structure design of support system was conducted,the data was recorded and the effect was test in practical application.Results This system equipped with some information management modules such as accident condition setting,hazard evaluation,rescue plan,medical emergency,file management and geographic information system,as well as a database of chemical toxicities.In the application of hazard accident simulative evaluation,emergency rescue drills and sudden chemical poisoning accident site disposal,the system could evaluate the harmful degree of chemical accident quickly,accurately,intuitively and visually.Also,the output of corresponding emergency rescue plan could automatically displayed.It could be used as a practical tool for the evaluation of occupational hazards,and to guide the enterprises to troubleshoot occupational hazard risks.Conclusion This system can provide intuitive information and decision supports for the administrative department,provide scientific basis for government to lead emergency rescue for sudden chemical poisoning accidents in Zhaoqing.On a certain degree,it is scientific,progressive,feasible and practicable.
