【摘要】 本文研究规划环评在低碳建设中的应用。构建基于低碳理念的环评指标体系,探寻运用层次-灰色关联方法完善规划环评指导性建议的新思路。以广元市"十二五"国民经济和社会发展规划环评为例,运用指标体系综合评价方法判定"十二五"规划对该区域低碳可持续发展的导向性作用。通过对构建低碳产业体系、调整三产结构和优化能源结构三个低碳方案的指标综合评价结果排序,明确广元市在低碳建设过程中,优化能源结构工作促进地区可持续发展的效果将最为显著。更多还原

【Abstract】 This paper discusses the application of planning EIA in the low-carbon construction,with indicator system based on low-carbon economy and hierarchy-grey correlation method to improve guiding suggestions.As a case study,the 12-five year plan for economical and social development of Guangyuan is analyzed,and the comprehensive assessment model of indicator system is used to evaluate whether the plan is appropriate for leading the city to the goal of low-cabon and sustainable development.By sorting the results of constructing low-carbon industry system、readjusting industrial structure and optimizing energy structure,it’s clear that optimizing energy structure will make the most significant and positive effect on sustainable development.更多还原
