政府绩效管理理论及其实践研究
A Research on the the Administration Theory and Practice of Government Performance
【摘要】 政府绩效管理是借鉴工商企业管理方法、在20世纪80年代从西方新公共管理运动中产生发展起来的一种新型行政管理模式。随着中国特色社会主义各项事业的蓬勃发展和改革开放的不断深入,使绩效管理的理念和方法在政府管理工作中得到有效运用、探索建立中国特色政府绩效管理制度,已成为深化行政管理体制改革、加强政府自身建设、全面提高政府执行力和公信力的现实需求。然而,我国政府绩效管理理论研究的滞后性还有待创造性地推进;政府绩效管理试点工作的迷茫性还有待于科学理论指导。因此,在政府绩效管理理论研究和实践探索的基础上,如何构建和形成中国特色政府绩效管理理论和管理模式,我们任重而道远!
【Abstract】 The government performance measurement borrowed from business management method is a new model of public administration developed from the 1980s’ new public administration movement in the western countries.With the booming of the socialist causes with Chinese characteristics and the continuous deepening of reform and opening,the notion and method of government performance management have been effectively carried out.Probing for the system of government performance management with Chinese characteristics is becoming an ac tual demand for a further reform of public administration system,so as to strengthen the construction and im provement of the government’s executive force and credibility.Therefore,the Party Central Committee and the State Council pay great emphasis on the work of government performance management.On June 10,2011,by the consent of the State Council,the Ministry of Supervision issued ‘ Opinions on Carrying out the Piloting Work of Government Performance Management’,which decided to ‘carry out a stage evaluation of the piloting work by the end of 2011,and carry out an overall systematic summary by the end of 2012 ’.The 18th National Congress of the CPC put forward clearly ‘the innovation of administration management,the improvement of the credibility of and executive force of the government,and the promotion of the government performance manage ment’.Therefore,it is of great importance to hold a comprehensive summary assessment of the pilot job of gov ernment performance management in China.In summary evaluation,we shall find out the performance manage ment operation mechanism and method from the links and their realization of the performance management;and shall analyze the existing problems in Chinese government performance management pilot work,reveal the rule and find the solutions of them,which will help to find out a scientific solution to the problem of current Chinese government performance management and grasp the opportunity of China ’s development scientifically in future.
