【摘要】 在分析中国新农合所取得成效的基础上,指出中国新农合补偿方案的规范与完善备受学者与政府的关注;基于陕西省西安市的实证分析,运用社会保险精算、卫生经济学的相关理论与方法,对新农合运行现状进行了分析,对构建新农合住院补偿人均筹资额与补偿比例的关系模型进行了测算;提出了西安市在新农合运行中存在的四个方面的问题、相应的政策建议,以及新农合住院补偿的合理方案。更多还原

【Abstract】 Based on the analysis of the results of the new rural cooperative medical system in China,the paper points out that the normalization and perfection of the program of compensation of new rural cooperative medical system have aroused much attention of scholars and the government. Applying the empirical analysis of the city of Xi’ an in Shaanxi Province,social actuarial studies,and corresponding theories and approaches of health economics,it analyzes the status quo of the operation of the system and calculates the model of the relation between the per capita funding and compensation ratio forming the hospitalization compensation of the system. The paper then points out problems in four aspects of the new rural cooperative medical system in the city of Xi’an and puts forward corresponding policy suggestions and reasonable schemes of hospitalization compensation.更多还原
