【摘要】 为了深刻理解新型农村合作医疗制度的内涵,系统梳理了2003-2012年全国层面颁发的相关政策,并尝试从参合情况、方案研制、基金管理以及费用控制等方面分析政策变化的趋势。研究发现,伴随着新农合推进的进程,结合各阶段实践中存在的问题,政策的关注点也从覆盖率、筹资水平等逐步过渡到补偿方案的确定、基金管理,直至费用控制。这一历程反映了新农合的政策变迁以及新农合制度从试点到成熟的过程,为我们深刻理解政策内涵、完善制度设计奠定了基础。更多还原

【Abstract】 To thoroughly understand the New Rural Cooperative Medical System(NRCMS)in Rural China,this article systematically reviewed the NRCMS policies from 2003 to 2012 at the national level,and then analyzed these policies in terms of participation level,financing policy,reimbursement policy,fund management and expense control strategy.This article proposed that the focus of NRCMS polices had changed from participation rate and financing level,to reimbursement plan and fund management,and now to expense control strategy.Evolution analysis could help to understand and develop the NRCMS policies.【更多还原
