【Abstract】 Based on the theory of information economics and institutional economics,this paper analyzed the pilot reform of China’s medical insurance total budget prepayment system and deemed that the ratchet effect would weaken incentive mechanism and led to adverse selection and moral hazard. Supporting measures and the reform of the institutional environment can enhance the embeddability of medical insurance prepaid total system.更多还原
