【Abstract】 Since the concept of cloud computing came into being,it has become popular all over the world.It also receives active response from local governments in China.In order to achieve better achievement,many local governments have invested a lot of money to build national and world class cloud computing center.Can these cloud computing centers really expand employment,promote economic development and realize the anticipated benefits of local governments?
