【摘要】 目的:探讨社区卫生服务的终极形态所应有的功能和根本目的。方法:从健康保障在基层的承担责任出发,确定社区卫生服务在健康保障体系中的定位和分担的功能,发挥此功能所需要的筹资渠道和形式。结果:社区卫生服务在基层承担健康保障责任,需要以服务辖区居民的健康提高为目标,对社区居民实施以社区基本医疗和公共卫生为服务内容的健康管理,其筹资渠道为单一的财政投入。结论:当前社区卫生服务的服务功能和筹资机制需要向健康管理的服务功能和筹资机制转型。更多还原

【Abstract】 Objective:To discuss on the function and basic purpose of the community health services’ ultimate status. Methods:Base on the primary responsibility of health security, the position in the health security system and the distributed functions of community health services are defined, the financing channels and the mode are performed. Results:The community health services take the responsibility of primary health insurance, which should aim at the health improvement of residents in the service area, implement the health management with the service content of basic community medical care and public health for community residents. The finance channel is the single financial investment. Conclusion:The present service function and financing mechanism of community health services need to be transformed to the service function and financing mechanism of health management.更多还原
