【摘要】 以深圳大运会为个案并借助社会学、管理学、体育学等学科理论,对政府在赛事管理与弱势群体权益保障过程中所表现出来的不一致性现象的成因进行了探讨,并提出如下创新管理路径:转变政府管理职能,树立服务赛事与服务民生同等重要的科学发展观;建立多方参与,相互监督的赛事管理社会化新格局;完善弱势群体利益表达机制和保障机制,变"堵"为"疏",妥善处理社会矛盾;加强赛事法制建设,解放思想,消除城乡二元体制思维定势的固有偏见。更多还原

【Abstract】 By means of sociology,management and sports science theories,this article has discussed the inconsistency cause of government management and rights and interests protection for the social vulnerable groups during managing the large-scale sport events with Shenzhen Universiade as an example,and given some new paths on innovative sports event management.Firstly,the government should transform management function and establish a view that serving for the large-scale sports event management is the same important as serving for the local people’s livelihood.Secondly,a socialized management style should be established with multi-stakeholders’ involvement and supervision.Thirdly,the rights and interests of social vulnerable groups should be well protected and social discrepancy properly disposed.Fourthly,sports legislative work should be strengthened to overcome the prejudice of urban and rural dual system.更多还原
