广西饮用水卫生监测体系在某重大水污染应急处置中的应用效果评价
Application and Effect Evaluation on Guangxi Drinking Water Sanitary Monitoring System in a Major Water Pollution Emergency Disposal
【摘要】 目的评价饮用水卫生监测体系在某突发水污染应急处置中的应用效果。方法依据已经建立起来的饮用水卫生监测体系,制定统一的应急监测和评估方案,在一个多月的应急处置过程中,开展饮用水卫生应急监测和风险评估,评价饮用水卫生监测体系在突发水污染应急处置中应用的有效性。结果共对污染波及范围内的4家市政供水单位、2家城市自备水厂、27所学校、202个农村分散式水井、97个备用水源(水井)、100个拟用于应急状态下贮存饮用水的贮水车辆等进行了应急监测,共采集监测各类水样4 131份。在分散式供水的井水中有3.96%的井水镉含量超标,其余监测点水中的镉含量均符合国家有关卫生标准。较好的突显了其饮用水卫生监测体系的技术支撑地位,提升了应急处置能力,并形成有效的突发水污染事件卫生应急处理工作机制。结论广西饮用水卫生监测体系为政府部门有效处置水污染事件提供了科学依据,发挥了确保饮用水卫生安全的重要作用。
【Abstract】 Objective To explore the application and evaluate the effect of Guangxi Drinking Water Sanitary Monitoring System in a major water pollution emergency disposal.Methods The emergency monitoring and evaluation scheme was developed based on the Guangxi Drinking Water Sanitary Monitoring System in use.Emergency monitoring and risk evaluation were carried out in the course of emergency disposal during more than one month to assess the validity of the system in disposing water pollution emergency.Results The emergency sanitary monitoring was carried out in areas affected by water pollution,involving 4 municipal water supply units,2 city self-built water suppliers,27 schools,202 rural wells,97 standby wells,and 100 water storage vehiclest for emergency use.Totally,4,131 water samples were collected.For the decentralized water supply,the water cadmium content in 3.96% of the well water samples exceeded the limit set by the national standard,and the cadmium levels in the other water samples were consistent with the national requirement.As a technical support,the monitoring system promoted the capacity of emergency disposal.An effective response and disposal system to treat water pollution emergencies was formed.Conclusions Guangxi Drinking Water Sanitary Monitoring System provides scientific basis for government to treat water pollution.It plays an important role in ensuring drinking water safety.
