【摘要】 目的了解河南省县级卫生监督机构突发公共卫生事件应急能力的现状,分析其中存在的问题并提出相应的建议,为卫生监督机构完善突发公共卫生事件应急体系建设提供理论依据。方法采用整群抽样方法对河南省40家县级卫生监督所进行问卷调查,从基本情况、预案制定、卫生应急队伍建设、培训演练、装备储备及经费等方面进行调查。通过文献研究、调查结果分析,结合被调查单位提出的需求,提出相应的建议。结果收回有效问卷39份,有效应答率97.5%。河南省县级卫生监督机构在专门应急机构设置率、兼职机构设置率、应急人员数量、应急队伍设置率、突发事件应急预案数目、应急经费、应急人员学历等方面,均存在不足。结论河南省县级卫生监督机构突发公共卫生事件应急能力有待进一步提高。更多还原

【Abstract】 Objective To investigate the public health emergency response capability and problems of county health inspection institutions in Henan province,and provide a theoretical basis for the construction of public health emergency system.Methods Total 40 health inspection institutions in Henan province were investigated with a questionnaire including emergency organization construction,human resource,emergency training and exercises,material resource,financial resource,etc.Results Effective response rate was 97.5%.For the health inspections at county level in Henan province,there still existed some problems in the emergency response organization,the special emergency response troops,the emergency response act and its amount,the emergency response outlay,the emergency response worker’degree,etc.Conclusion The public health emergencies response capacities of health inspection institutions in Henan Province at county level need to be improved.更多还原
