【摘要】 2009年,我国汶川灾后对口支援实施以来,有关其长效化运作的问题受到学界关注。作为一种应急性对口支援机制,汶川灾后对口支援运作还存在启动动力不足、运行过程不稳、退出环节缺失等局限。援建期满后,汶川灾后对口支援须摆脱短期效应的困境,重新理清思路和调整布局,走符合应急性对口支援机制和未来发展趋势的区域合作之路。更多还原

【Abstract】 Since the initiation of Wenchuan post-disaster partner assistance program in 2009,the problems in its long-term operation have drawn the academic attention.As an emergency partner assistance mechanism,Wenchuan post-disaster partner assistance op eration has some limitations,such as lack of the starting power,instability of the running process,and non-existence of the withdrawal procedure.When the program is completed,we need to get rid of the fallout of short-term effect,to clarify the thoughts and adjust the approaches,and progress towards the road of inter-regional cooperation,which conforms to the future trend of the partner assistance of emergency.更多还原
