【摘要】 国家商品粮基地建设是关系国家粮食安全、生态环境和农民增收的重大战略问题。探究商品粮基地的可持续发展路径优化与策略选择是实现基地农村城镇化、农业现代化和工业化协调发展的内在要求。文章基于对商品粮基地存在的缺乏整体统筹规划、综合生产能力不足、高素质劳动力流失、粮食生产前后延伸产业发展滞后等问题的分析,从粮食供给能力提升、资源循环利用与环保统筹发展、农业现代化与城镇化、工业化协调对接、农业结构协同优化等方面,阐述了商品粮基地可持续发展的基本路径;提出了构建综合开发体系、优化产业结构、推进产业协调和完善配套设施、提高基地农民整体素质等实现商品粮基地可持续发展的科学策略。更多还原

【Abstract】 The construction of national commodity grain base is the big strategic issue which is related to national food security,ecological and environmental quality,and income growth of the peasants.The exploration of path optimization and strategy choice about commodity grain base’s sustainable development is the inherent requirement in realizing harmonious development of rural urbanization,agriculture modernization and industrialization in the grain base.On the basic of commodity grain base problems analysis which include the lack of overall planning,the deficiency of comprehensive production capacity,the outflow of high-quality labor,the lag development of food production extending industry,this paper expounds the basic ideas and path optimization mechanism of the commodity grain base’s sustainable development on the aspects of food supply capacity improvement,resource recycling and environmental protection plan as a whole development,agricultural modernization coordinates with urbanization and industrialization,agricultural structure collaborative optimization and so on;and some scientific strategies are put forward to realize the sustainable development of commodity grain base,such as constructing the comprehensive development system,optimizing industrial structure,promoting industrial coordination,improving the supporting facilities,and improving overall quality of the famer.更多还原
