基于PROMETHEE方法的矿业城市防灾能力的分析

【摘要】 矿业城市的发展主要依赖于对矿产的采掘和加工,而矿产的过度开发则造成严重的环境污染和生态破坏等,对城市经济的发展构成重大威胁,因而提高城市防灾能力显得尤为重要.通过建立矿业城市防灾能力指标评价体系,结合PROMETHEE方法,对黄石、东营、鸡西、盘锦等四个矿业城市防灾能力进行评估,结果表明,矿业城市防灾能力强弱的关键在于经济实力、防灾和环境保护投入及居民对灾害的意识程度.

【Abstract】 The development of mining industrial cities mainly depends on excavating and processing minerals,while the overdevelopment of minerals will lead to serious environmental pollution and ecological damages,which will constitute a great danger to the development of the cities.So,enhancing the urban disaster carrying capacity(DCC) should be paid much attention.By building an evaluation index system of the DCC of mining cities,this paper evaluates the DCC of cities of Huang Shi,Dong Ying,Ji xi and Pan Jin in virtue of PROMETHEE method.The result shows that economic strength,combined with investments in disaster prevention and environmental protection,the level of public consciousness of disaster,has great impact on the level of DCC of mining cities.
