【Abstract】 From water conservancy engineering project management needs, this paper introduces the overall framework, database design and function realization of water conservancy project library management system in Shenyang. It realizes the core functions of project inventory, alteration, dispatch, supervision and management statistical analysis and GIS thematic map. The system construction not only can raise the level of information management of water conservancy project , but also strengthen supervision of water conservancy project implementation schedule and the condition of capital regulation in Shenyang.
