【Abstract】 This paper mainly elaborates the historical background and the origin of special educational legislation in the USA and its gradual development process.The evolutionary change of the act shows the improvement of the concept of human rights during the development of the Individuals with Disabilities Education Act.Its advanced concept of human rights can be absorbed and used as reference for the development of our country’s special education.更多还原
