【摘要】 鉴于农业弱质性以及我国国民经济协同发展的考虑,客观上需要政府通过财政转移支付加强对农业的扶持。近年来,中央与各级地方政府通过各种渠道不断加大对农业的财政投入,其中,一些是通过项目专项资金方式注入,但在实际实施过程中这些支农项目资金运行效果究竟如何,这个问题值得研究。本文选择专业合作社支农项目为案例,通过对其财政支农资金项目的运行情况综合评价,重点对我国支农项目资金运行管理存在的问题进行系统分析,旨在为提高支农项目资金绩效提出具体指导性建议。更多还原

【Abstract】 On the consideration of the weak quality of agricultural,as well as the coordinated development of the national economy,the vegetable cooperatives objectively need the government to strengthen supporting for agriculture through the fiscal transfer payment. In recent years,the central and local governments constantly increase financial input to agriculture through various channels,including some funds injection by the items of project,however,the running effect of the project funds for supporting agriculture is worth studying in the process of actual implementation. The paper chooses the professional cooperatives of the supporting agriculture as a case and evaluates the operation of financial supporting agriculture,and stresses to analyze to our country agriculture project funding problems existed in the operation in order to improve the project funds for supporting agriculture and to raise some specific proposal.更多还原
