【摘要】 社区是社会管理基础性的平台,完善社区服务对于社会管理创新意义重大。近年来,许多地方政府实施了以改善社区服务递送为主的社区服务创新政策。然而由于政府提供的社区服务大都涉及到更高层级政府的体制、机制及相关的法规政策,导致了这些社区服务创新举措在执行中存在大量困难。通过对德阳市社区服务创新案例的深入分析,发现虽然地方政府在政策设计上期望社区承担起更多服务递送的重任,但制度性障碍影响着政策的落实,给社区服务创新带来诸多挑战。社区服务创新不是一项孤立的工作,而是要求政府从更高层级上改革和理顺资源保障、权责一致和激励相容三个方面的体制关系。因此社区服务创新不可避免地要求加快相关社会体制改革。更多还原

【Abstract】 The community is the basic platform of social management,and improving community service is significant for the social management innovation.Lots of local governments have implemented community service innovation by improving community services delivery in recent years.However,the delivery of a large number of community services,which often involves higher level government departments and related policies,face various system challenges and institutional barriers during implementation.Through in-depth analysis of the community service innovation in Deyang,Sichuan,this paper shows that the social system directly affects the implementation of community service delivery,because of which the community service station faces a lot of challenges and fails to carry out a more important delivery task as designed in policy.Community service innovation is not an isolated work,but requires overall reform of social system to balance resources,responsibilities,and incentive compatibility.更多还原
