【摘要】 2013年以来,我国财政收入的增速明显放缓,给政府的宏观调控和促进民生事业发展带来了一定程度的压力。从性质上看,当前财政收入放缓属于结构性因素所导致的,并包含一定程度的临时性因素,因此,应在保持整个收支格局基本稳定的前提下,下大力气,有重点、有步骤解决好运行中的结构性问题,纠正现行政策的扭曲。我国应对财政收入放缓的主要政策方案包括:优化税制,完善地方税体系;合理利用国债空间,协调长短期政策利益;健全预算体系,强化资金统筹使用;压缩和节约政府行政经费;强化财政资金的绩效管理;拓展公共投融资的多元化渠道;推进民主理财和科学发展等。更多还原

【Abstract】 Since the beginning of 2013, the fiscal revenue growth of China has been slowing down, creating some certain pressure on government expenditure. Essentially the current slowdown in fiscal revenue is attributable to structural factors and in some degree to temporary factors.
