江西承接外部产业转移的企业准入标准探讨

【摘要】 承接外部产业转移,尤其是高新技术产业转移,是江西推进鄱阳湖生态经济区建设战略,加快绿色崛起发展的必然选择。在承接产业转移的过程中,江西应坚持环境保护和可持续发展战略,严格产业准入标准,限制高能耗、高污染企业进入,降低环境风险;用系统管理理论来治理产业转移环境,实行按需而定的产业准入标准,带动地区产业结构升级;严把企业用地审批关,加强审批后管理,整合资源,提高土地利用效率;严格实行准入标准,注重强化产业集群战略,建立加快转变经济发展方式的有效机制。更多还原

【Abstract】 It’s inevitable for Jiangxi Province economy to rise sharply and greenly and to achieve the development strategies of Ecological Economic Zone of Poyang Lake that facilitates the shift of textile industry, especially the shift of high and new technology industry. In reply to industry transfer, the government should insist on environmental protection and sustaining development strategies and impose strict admittance standards to restrict entries of firms of high energy consumption and high pollution; manage shift environment based on system theory to upgrade the regional industrial structure by implementing on-demand entry standards; check on granting land use right strictly and enhance land administration to raise utilization efficiency; lay emphasis on industrial cluster strategy and establish effective mechanism to accelerate transformation of economic development.更多还原
