【摘要】 在全球气候变化的背景下,低碳经济的发展成为世界性的课题,黑龙江省作为我国传统的老工业基地和能源供应基地,发展低碳经济也成为必然选择。从近年来该省3E系统协调性的变化看,黑龙江省的3E综合系统协调性并没有随着经济的快速发展而有所提高,而是呈现出总体上逐渐下降的变化规律。在这种情况下,该地区急需采取全新的低碳发展方式,采取综合措施实现能耗的降低和资源的有效利用。更多还原
