【摘要】 土地征用是土地相关权益在不同权益人之间实现货币化转移的一个过程,在不同地区,特有的区域自然条件和土地利用方式,不均衡的经济社会发展水平上产生的土地权益价值认知程度差异,使征地矛盾的表征又具有很明显的区域特点。本文以内蒙古自治区为研究范围,以近年来全区占新增建设用地比例较大的能源项目征地作为切入点,对权益转移补偿机制中,相关权益的完整性、关联权益补偿、土地权益制约等问题进行了分析,并提出了完善能源项目征地补偿机制、政策及建议。更多还原

【Abstract】 Land expropriation is a process in which rights and benefits related to land realizes currency transfer between different originators.In different areas,special natural conditions and land use manners as well as different value recognitions about land rights due to unbalanced economic and social development make land expropriation controversies bearing obvious regional features.This article makes a study of the energy project land expropriation,which occupies a large proportion of newly added construction field in Inner Mongolia Autonomous Region.It analyzes the problems in interest transfer compensation system like related interest wholeness,related benefit compensation,land benefit restrictions,etc and puts forward some policies and suggestions for the perfection of the compensation systems of energy project land expropriation.更多还原
