【摘要】 院(系)党政共同负责制是一种具有鲜明的中国特色、适合我国高等学校校情的有效运行机制。实行院(系)党政共同负责制对于激发院(系)办学活力,推动高校内涵建设,提高人才培养质量具有重要的现实意义。当前各高校总体实施情况良好,但是也存在思想认识不到位、党政领导班子的整体效能低下等问题。加强和改进院(系)党政共同负责制主要措施有外部的制度、体制、机制建设和内在的提高党政干部的能力和素质等方面。更多还原

【Abstract】 The Party and Administration co-accountability is an effective operating mechanism with distinctive Chinese characteristics which fits in with the school situations of higher education institutions in China.The exercise of the co-accountability can arouse the vitality of school-running,boost the connotation construction and improve the quality of talent cultivation.It operates in a overall good condition,with some minor problems such as further understanding and low efficiency.This paper discusses the ways of improving ability and quality of the leadership from external and internal factors.更多还原
