【摘要】 概述了我国防护林建设取得的显著成效,强调其经营形势仍很严峻,存在的困难和问题也不容忽视。提出加强水土保持林和水源涵养林经营的5个方面的对策思考。加强防护林经营提出五5条建议,即端正指导思想,纠正防护林经营认识上的误区,遵循林业自然规律,积极开展防护林经营;开展全国和区域的林种规划,全面开展公益林的复查、勘测、评估,确保重点防护林体系工程建设正确健康发展;进一步理顺防护林管理体制,健全经营机制,保障经营者(特别是林农)的权、责、利,促进防护林可持续经营;建立不同类型的防护林可持续经营示范实验区,极积开展防护林经营技术的研究、试验、总结和推广;加快落实国家支持林业改革发展的政策措施,加大防护林经营扶持力度。更多还原

【Abstract】 The paper overviews the obvious effect of shelterbelt forest management in China,emphasizing its serious situation,not ignoring its difficulties and problems.Points out the countermeasures to strengthen soil and water conservation and manage water conservation forests in five aspects.Puts forward five suggestions such as a correct guiding ideology,correct the error,forest management’s perception of the forestry natural rules,actively carry out shelterbelt forest management.To carry out the national and regional seed planning,comprehensive review,survey and assessment of public welfare forest,to ensure the development of the key shelterbelt forest management;Making further shelter forest management system,improve the management mechanism,ensure operators(especially)of forest rights,responsibilities,and promote sustainable shelter forest management;Set up different types of protection forest sustainable management demonstration,highly integrated shelter forest management technology research,testing,summary and promotion;State support to speed up the implementation of forestry reform and development of policies and measures to intensify protection forest management support.更多还原
