【摘要】 山东半岛蓝色经济区建设是国务院正式批准的第一个以海洋经济为主题的区域经济发展战略,是今后一个时期山东转变经济发展方式,调整经济结构,建设经济文化强省的重要历史机遇。本文从现有人才支撑体系建设的现状和制约因素出发,理清了人才支撑体系建设的思路和运行框架,构建了较完备的半岛蓝色经济区人才支撑体系,并提出了建立健全人才支撑体系保障机制的对策建议。更多还原

【Abstract】 The construction of the blue-economic zone of Shandong Peninsula which is the first regional economic development strategy with the theme of marine economy is officially approved by the state council of our nation. It might be an important historical opportunity for attaining the economic development pattern for a period of time to come,adjusting for economic structure and building the powerful province of economic and culture. This paper begins with the demand of the development referring to the blue-economic zone of Shandong Peninsula. Through the investigation and study method, interview method,empirical research method,it analyzes the status quo and restricting factors of the development of talent-system,analysis of the talent support system idea and framework construction. In the end,this paper advances the thinking of the development on the talent supporting system and active measures in the blue-economic zone of Shandong Peninsula,and proposes the establishment perfect talent supporting system guarantee mechanism and specific measures.更多还原
