【Abstract】 Based on macro perspective of governments and micro perspective of enterprises,this paper studies high efficient allocation of innovation resources and comprehensive integration problems. It proposes optimization strategy to improve the management structure,optimize the layout adjustment and establish enterprises’ dominant position at a macro level,to increase the cost proportion of non-R & D and innovation at a micro level.更多还原
