【Abstract】 In 2012, there are some factors which provide new power for driving innovation and transferring in development, such as the outputs of Shanghai Science and Technology increased steadily, the promotion of enterprises’ innovation ability accelerated, the development of Science and Technology industry speeded up, the gather of innovation resource accelerated, the environment of innovation improved sustainedly and the comprehensive strength of Science and Technology Innovation increased steadily.
