【摘要】 境外非政府组织在云南的活动具有涉及国家多、活动范围大、涉猎范围广、活动时间较长等特点。对于境外非政府组织,既要看到它促进云南经济社会发展的公益性作用,也要清醒认识到对我国进行文化渗透、危害社会稳定、破坏民族团结等非传统安全方面的潜在威胁。为此,既要保持清醒头脑,警惕和防范境外非政府组织的非法活动,更要借鉴国外的管理经验,以提高和改善边境各族人民的生活水平为根本,通过健全管理工作机制,发挥基层组织作用,依法加强过程监管,培育引导本土民间组织发展等措施,有效促进境外非政府组织在云南的健康发展。更多还原

【Abstract】 Foreign non-governmental organizations’ activities in Yunnan are of a variety of characteristics,which involve more countries,a larger and wider range of activities,and a longer activity duration.Looking at foreign non-governmental organizations,we should not only see their public welfare functions to promote the economic and social developments of Yunnan Province,but also pay closer attention to their potential threats in cultural infiltration to China like harming social stability and undermining national unity of the non traditional security.So we should keep a clear mind,alert and guard against the potential illegal activities of foreign non-governmental organizations,and use foreign management experience for reference.Work on it should be done for the ultimate purpose of improving the living standards of the people of all ethnic groups on the border by bettering the management mechanism,giving full play to the grassroots organizations,strengthening the lawful supervision function process,and cultivating and guiding the local folk organization development.A healthy development of the foreign non-governmental organizations can thus be effectively promoted in Yunnan.更多还原
