【摘要】 农民工普遍自身素质不高,而目前很多企业用工不规范,社会保险不尽完善,相关法律法规存在缺失,这些因素造成了农民工就业的障碍。政府作为公共权力的行使者和社会管理的主体,在扶持农民工就业中仍存在不足之处。政府应正确定位自身角色,为农民工就业提供公共政策支持,深化户籍制度改革,建立城乡一体的劳动力市场,完善社会保障体系,加大对农民工人力资本的投入,从被动管理走向主动服务。更多还原

【Abstract】 Generally,migrant workers’ own quality is not high.Many enterprisesdo not fully comply with labor regulations.Social insurance is not perfect,and the lack of relevant laws and regulations exists.All these factors caused employment barrier for migrant workers.The government,as the holder of the public power and the dominator of the social management,still hasn’t fulfilledits duty in support employmentofmigrant workers.The governmentshouldcorrectlypositionitsrole,provide rural migrant workers with support of the public policies,intensify the reform of household registration system,establish the urban-rural labor market,improve the social security system,increase investmentin human resources ofmigrant workers,and transform passive management to aggressive service.更多还原
