对我国20城市科技投入产出效率的分析研究
Research on Chinese Urban S&T Input-output Efficiency: Empirical Analysis Based on Chinese S&T Progress Panel Data of 20 Cities
【摘要】 利用2005—2010年全国20个城市科技进步监测数据,应用面板数据模型与聚类分析方法,分析20个城市科技投入的产出特点。结果发现,全国科技活动人力投入与财力投入的产出弹性相近,但不同城市科技投入的产出结构存在较大差异。数据聚类表明可分为六种不同类型。实证分析各类城市科技投入产出效率和弹性,认为20个城市不但要关注科技投入的数量,更要关注科技投入的结构和资源配置效率。根据结果对不同类别城市科技投入和产出的调整及促进科技进步提出了建议。
【Abstract】 Using national S&T progress monitoring data of 20 cities in China from 2005 to 2010,application of panel data model and clustering analysis method,this paper analyzes the input-output characteristics in different cities.The results show that the monetary resources has similar input-output elasticity with human resources in national science and technology activities,but each city’s S&T input-output structure is put in bigger difference.Therefore,each city should adjust measures to local input-output characteristic conditions,so as to form its features competitiveness and promote its progress of science and technology.
