【摘要】 从科学发展观的角度出发,以甘肃省为例,建立"高技术产业影响因素评价"的模型化体系,综合考虑指标权重和时间权重的影响,采用加权灰色关联度的改进方法对高技术产业发展中的影响因素进行基于时序数据的系统定量分析。根据分析结论,提出重点推进科技进步与产业创新、提高全员劳动生产率、开发培养科技人才、增加固定资产投资、扩大专利规模、加强政府资金引导等具体工作重点,为甘肃省高技术产业发展提供了可行的对策措施。更多还原

【Abstract】 The article,based on the scientific concept of development,took Gansu province as an example to establish a modeling system called " the evaluation of influencing factors in high-tech industry development".Considering the impact of index weights and time weights,it took the quantitative analysis of the constraints in high-tech industry development with the improving method of the weighted gray relational analysis.According to the empirical results,the paper proposed a general idea of the focus in promoting the scientific and technological progress and industrial innovation.It also put forward five priorities of improving the overall labour productivity,training technological personnel,increasing investment in fixed assets,expanding the scale of patent and strengthening the government finances guidance.All these could provide a scientific basis and possible countermeasures for the development of high-tech industry.更多还原
