【摘要】 从小微企业的发展现状及创业基地战略的重要性出发,研究了浙江省小微企业创业基地的"双加"孵化模式和"民营"运营模式。运用DEA方法,从综合效率、纯技术效率和规模效率的角度评价了浙江省21家国家级企业孵化器的运行效率。结果显示:21家孵化器的效率存在明显差异,其中DEA相对有效的孵化器达9家,总体运行效率情况良好,但还有一定的改进空间。最后,对创业基地建设提出了加大优惠政策力度、提高资源利用率、不断创新服务等改进措施。更多还原

【Abstract】 Based on the development status of small micro enterprises and the important of small micro enterprise venture base,this paper studies the "double plus" incubator mode and "private" operating mode of the small micro enterprise venture bases in Zhejiang province.Then it evaluates the efficiencies of 21 national business incubators in Zhejiang province from the perspectives of overall efficiency,pure technical efficiency and scale efficiency by DEA.The results show as follows:the efficiencies of 21 business incubators are obvious different,and 9 business incubators are relatively effective;the efficiency of small micro enterprise venture base is in good condition,but there is still improvement space.Finally,it puts forward some improvement measures such as more preferential policies,resource utilization and continuous innovation service.更多还原
