【Abstract】 The government executive power is one of the key factors to determine whether the major policies of the party and the country have been carried out efficiently and it is also one of the important aspects to assess the efficiency of the performance of the government administration. The development of the local government in our country has experienced the following periods: the political- influence- led stage and the decision- making-power- emphasized stage. The subject,object and administrative environment of the current implementation are confronted with new difficulties and challenges that need to be adjusted by means of reforming the staff allocation,employees’ training,the construction of soft environment,the improvement of assessment of the policy implementation,so on and so forth.更多还原
