【摘要】 无居民海岛保护和利用规划是我国法定海岛规划体系的最低层级规划,是宏观与微观、整体与局部有机衔接的关键层次,是政府控制和引导无居民海岛开发最直接的工具,但目前尚未建立规范化的无居民海岛保护和利用规划技术方法。本文从我国无居民海岛开发现状、无居民海岛保护和利用规划属性、无居民海岛使用权属特点等出发,对无居民海岛保护和利用规划编制的深度控制、规划的"控制性"和"概念性"等相关难点进行了探讨,并指出了规划的主要内容,提出无居民海岛保护和利用规划应加强基于生态系统管理的规划技术研究、规划不确定性研究和公众参与机制研究,以期为无居民海岛保护和利用规划科学编制提供研究基础。更多还原

【Abstract】 Conservation and utilization planning of uninhabited island is the lowest level planning in Chinese legal island planning system.It is the key level to connect macrograph and microcosmic,whole and local.Also,it is the immediate tools to control and guide the development of uninhabited island by government.However,the normalized methodologies for conservation and utilization planning of uninhabited island have not been established in China at present.In this work,based on the development condition of uninhabited islands in China,the attributes of conservation and utilization planning of uninhabited island,and the ownership of uninhabited island,the difficulties such as depth control,’control’ and ’conception’ in planning were discussed,and the main contents of planning were pointed out.At last,it is proposed that the study on the ecosystem management based planning technology,uncertainty in planning and public participation mechanism should be strengthened,which will to provide some research foundation for the scientific prepare of conservation and utilization planning of uninhabited island.更多还原
