【Abstract】 Orderly citizens’ participation in local legislation in China is an important content of the democratic and legal system construction. It is also a major task of local democratic and political development. Orderly citizens’ participation in local legislation is, however, restricted by the traditional concepts, short board system design as well as the departmental interests legalization etc. in China. To promote citizens’ participation in the local legislative building process, we must cultivate citizens’ concepts in modern democracy and the rule of law, strengthen the construction of local legislature headed by specialized agencies, perfect citizens’ orderly participation in local legislative proposals, and speed up the orderly participation of citizens in constructing the system of local legislation through the network.更多还原
