【摘要】 区域教育发展方式转变过程中,教育改革推动者已掌握的相关信息是很重要的决策工具,通过对信息披露环节的控制,可以减少外部因素对教育改革的消极影响。从理论上讲,教育改革推动者在信息披露环节上的基本策略有两点;一是把多个异质组织参与的决策博弈变为少数单一组织参与的决策博弈;二是确定信息发布的先后顺序和选择信息披露的时机。而我们认为区域教育发展方式转变推动者的一系列信息披露策略,内生于整个国家教育体制、乃至公共事业管理体制改革过程中,它是改革推动者与所在组织成员、上级主管部门和公众群体等教育发展利益相关者博弈的结果。这种博弈行为使得区域教育发展方式转变的时间与程序发生了相应的变化,从而构成了我国渐进式教育改革中的一个特点。更多还原

【Abstract】 Reformers may promote the regional education development by means of proper release of relevant information without external negative impacts.Theoretically,education reformers turn the heterogeneous organization into a single organization to participate in the decision-making game,determining the order,and choosing the timing,of information release.This paper argues for the information disclosure as a strategy in the regional education development.This helps to achieve characteristics of the progressive education reform in regional education development.更多还原
