【摘要】 在海运中按照MARPOL公约附则I的定义,重整油及其它混合芳烃类货物属于油类,应符合公约附则Ⅰ相关要求;然而上述货物成分中可能含有附则Ⅱ定义的甲苯、二甲苯(Y类)以及三甲苯(X类)等有毒液体物质,其运输又应符合附则Ⅱ以及IBC规则。为了解决海运中出现的类似不确定问题,调研了石油化工产品的检测技术手段及其他行业对石油化学品的区分方法,研究了相关公约中油类和化学品相关概念及区分方法现状,在此基础上提出了海运油类和化学品的合理区分方法。更多还原

【Abstract】 In accordance with MARPOL convention,reformates and other aromatic oil belong to Oils,and their marine transportation should comply with Convention Annex I.While these goods may contain some NLSs defined in AnnexⅡ,and their transportation should comply with AnnexⅡand IBC code.To make a distinction between the goods defined in AnnexⅠand AnnexⅡ,the technical instrument and distinction in relevant industries are researched,in the paper the related definitions and present distinction methods in relevant conventions are analyzed,and a modified distinction method is put forward.更多还原
