【摘要】 在安徽美好乡村建设中,土地整治是一个不可忽略的重要内容。一些地方在大力推进土地整治的过程中,客观上对区域内的古村落景观生态保护造成了一定的负面影响。分析其中原因,主要表现为片面理解土地整治内涵、对土地整治与古村落景观生态保护的关系缺少深入思考、规划文本可操作度不高、缺乏人才与技术、农民参与积极性不强等方面。应从坚持统筹兼顾、科学编制整治规划,着眼生态平衡、坚持持续健康发展,完善项目实施、建立生态预评机制,注重教育宣传、激励村民主动参与,加强科技攻关、拓展业务培训渠道,健全法律法规、完善绩效评价体系等方面做出努力。更多还原

【Abstract】 Land consolidation is an important component during the rural construction in Anhui Province.During the process of vigorous promotion of land consolidation,a certain negative impact has been caused objectively for the ecological protection of ancient village landscape. The main reasons are characterized by partial understanding of land consolidation,unexplored thinking about the relation between land consolidation and ecological protection of ancient village landscape,as well as not high operability of planning scheme, lack of talents and technology and farmers’ low enthusiasm in attendance. Therefore, efforts are required to make through such aspects as insisting on overall consideration,scientifically establishing consolidation plan,focusing on ecological balance,promoting sustainable development,improving project implementation,setting up ecological previews mechanism,encouraging farmers to attend,strengthening capacity in science and technology,expanding business training channels,improving laws and regulations and perfecting performance evaluation system.更多还原
