【摘要】 在中国现行的选举制度中,客观上存在公民的选举权与中国共产党的执政权相矛盾的问题,理论上人大代表可以联合提名或以另选他人的方式选出一个非共产党员的政府领导人。为了确保中国共产党的执政地位,必须修改选举法,由党组织独掌政府领导人的提名权。在此前提下,人大代表的选举完全可以放开,实行竞争性选举,并逐步推行人大代表的专职化。只有这样,才能落实公民的选举权,保证人大的国家权力机关地位,真正实现人民当家作主。更多还原
