【摘要】 《政策研究期刊》(Policy Studies Journal)在2011年8月由萨巴蒂尔等人汇编八篇"倡议联盟框架"研究专刊。这八篇论文分别是:《意识形态、权力和政策网络结构》、《基本原理决定倡议联盟:测验协调性网络和相应的信念》、《联盟稳定性和信念改变:美国外交政策和以色列建国中的倡议联盟(1922—1944)》、《政策过程中的网络结构:瑞士气候政策中的联盟、权力和经纪人》、《在有争议的子系统中转移资源和场域带来政策改变:以瑞典信号情报政策为例》、《政策改变和学习应对匈牙利的极端洪水事件:一个倡议联盟途径分析》、《17个生物技术政策子系统中的科学诚信、分歧和错误成本》、《政策叙述与政策过程》。此专刊涉及到三个理论探究主线:(1)联盟中的问题在哪里聚焦,为什么联盟会形成,随着时间推移联盟的结构及其稳定性如何;(2)以政策为导向的联盟学习;(3)政策改变中联盟所扮演的角色和行为。这些论文重温了以政策为导向的联盟学习研究,专注于倡议联盟框架的理论检验和开发,提倡发挥联盟资源的作用,重视将倡议联盟框架与其他框架理论相联系并运用到比较公共政策研究中。此次专刊编辑代表了《政策研究期刊》作为政策过程研究领域最好的出版商不断走向成熟的重大里程碑。更多还原

【Abstract】 About two decades ago,Paul Sabatier urged scholars to develop better theories and empirics for understanding policy processes.Sabatier’s proposition,in collaboration with Hank Jenkins-Smith,became the advocacy coalition framework(ACF).Paul Sabatier,.etc.initiated this special issue of ACF in the Policy Studies Journal(PSJ) at August,2011.A collection of eight ACF applications includes 《Ideology,Power,and the Structure of Policy Networks》,《The Rationale Determining Advocacy Coalitions:Examining Coordination Networks and Corresponding Beliefs》,《Coalition Stability and Belief Change:Advocacy Coalitions in U.S.Foreign Policy and the Creation of Israel,1922-1944》,《Network Structures within Policy Processes:Coalitions,Power,and Brokerage in Swiss Climate Policy》,《Shifting Resources and Venues Producing Policy Change in Contested Subsystems:A Case Study of Swedish Signals Intelligence Policy》,《Policy Change and Learning in Response to Extreme Flood Events in Hungary:An Advocacy Coalition Approach》,《Scientific Credibility,Disagreement, and Error Costs in 17 Biotechnology Policy Subsystems》,《Policy Narratives and Policy Processes》,which continue to test and develop the theories within the framework.These articles emphasize three major theoretical lines of inquiry within the ACF.The first involves a theoretical emphasis on coalitions where questions focus on why coalitions form,their structure, and their stability over time.The second theoretical line focuses on the study of policy-oriented learning and the third theoretical line of inquiry emphasizes on policy change.This special issue also focuses on theory testing and development within the ACF for comparative public policy research,and developes the role of coalition resources.We hope readers agree that these compilations represent significant milestones in the continued maturation of PSJ as the premier outlet for policy process research.更多还原
