镇江市防汛预警和指挥调度系统

【摘要】 基于地理信息系统(简称GIS)、监测、模拟和移动通信技术等建设镇江市防汛预警和指挥调度系统,构建包含排水地理信息数据、监测数据、模型数据和业务数据在内的综合数据库,以为城市排水管理部门汛前防汛预案制定、雨中应急指挥调度和雨后积水问题分析诊断及系统升级改造提供决策支持为目的进行系统功能设计和开发。在需求调研的基础上,充分考虑各类指挥、决策、管理和处置人员在城市内涝管理中的角色,以友好和易用的原则进行界面和业务流程设计,保障防汛应急管理的快速响应。

【Abstract】 On the basis of geographic information system( GIS),monitoring,model simulation and mobile communication technology,the early warning and management system for urban flood control in Zhenjiang City was developed.The integrated database mainly consisted of GIS data,monitoring data,model data and management data.The functions of the system are comprehensive and include flood information pre-processing,flood early warning and emergency decision-making,water-logging assessment,and drainage system recovery.Taking into account the requirements of local relevant departments,the system was designed with a clear layered structure and friendly interface,with the goal of improving the response efficiency and quality for flood control.
