【摘要】 根据目前城镇污水处理厂污泥处理处置管理现状及问题,指出存在污泥处置设施处理能力不足、污泥处理处置存在管理思路及主体单位责任不清,欠缺有效的污泥监管手段等问题。结合城镇污水处理厂污泥处理处置存在的实际问题,分析各个环节的影响因素并构建了以城镇污水处理厂、污泥运输单位、污泥无公害化处理设施、泥量核对为一级指标的城镇污水处理厂污泥处理处置监管体系。该监管体系具有清晰性、完整性、责权明确性和监督互查性等特点,能够实现对污水处理厂污泥处理处置的有效监管。更多还原

【Abstract】 According to the status quo of treatment and disposal management of sludge from municipal wastewater treatment plants,problems of insufficient capacity of sludge disposal facilities,muddy management thinking for sludge treatment and disposal,ambiguous responsibility of the main unit,and inadequate effective supervision measures were raised. Combined with the practical problems existing in treatment and disposal of sludge from municipal wastewater treatment plant,the influencing factors of each link were analyzed,and a supervision system for treatment and disposal of sludge from municipal wastewater treatment plants was established. Municipal wastewater treatment plant,sludge transport unit, sludge harmless treatment facilities and sludge quantity check were used as first grade assessment indicators in the supervision system. The supervision system has characteristics of clarity,integrity,clear responsibilities and rights and mutual supervision,and it can achieve an effective supervision of treatment and disposal of sludge from municipal wastewater treatment plants.更多还原
