【摘要】 自治是大学的固有传统,章程是大学自治的"宪章"。大学在制定章程时,必须对大学的独特使命、大学内部治理体制、师生员工的主体地位、大学的对外开放办学、大学的自我监督机制及外部管理体制等内容做出科学的认知和把握。当前我国大学以制定章程为契机,全面启动内部治理结构改革,并把教授治学摆在突出的位置,有利于新时期大学的转型与发展。但大学办学自主权的真正落实以及现代大学制度的确立,需要一个长期的过程。更多还原

【Abstract】 Autonomy is an inherent tradition of university;regulations are the "charter" for university autonomy.In developing its regulations,the university must have a scientific cognition of the unique mission of university,its internal governance structure,the dominant position of faculty and students,the opening of the university,its self-monitoring mechanism and external management system.Currently,universities in China are taking the opportunity of formulating regulations to launch a comprehensive reform of the internal governance structure,and professors governing academics is being placed in a prominent position,which is conducive to the transformation and development of university in the new era.However,it may take a long process to implement the real university autonomy and to establish the modern university system.更多还原
