【摘要】 目的为了解内蒙古少数民族地区新型农村牧区合作医疗现状、存在的问题,提出可持续发展的对策和措施。方法采用分层整群随机抽样的方法,按照地域规模和年收入,选择内蒙古科尔沁区三个乡镇(苏木)各抽取3个村屯进行调查。结果农民对新农合的认知程度很高(99.00%);参合率高(96.55%);满意度高(84.00%);能够报销医药费认知率高(99.00%);只保大病认知率高(93.00%);新型农村合作医疗对缓解家庭负担作用明显(90.98%);认为农牧民应参与新农合管理率高(100.00%);最需要对农牧民进行健康教育认知率高(78.00%);应定期听取农牧民意见率高(62.00%);最迫切需要的服务新农合比率高(77%);加强农村疾病防疫工作认知率高(77.00%);大多数农民表示愿意继续参合(94.30%)。但农民对新农合的期望值较高,认为不能及时报销医药费(83.00%)是其最大的弊端。结论对于新型农村、牧区合作医疗制度绝大多数农牧民比较满意,但新农合可持续发展问题值得重视和研究。更多还原

【Abstract】 Objective To understand the NCMS(New Rural Cooperative Medical System) present situation and the problems in the national minority area of Inner Mongolia, put forward the sustainable development strategies and measures. Methods The stratified multi-stage cluster sampling was used to survey there villages, which from the choice of three township Inner,Mongolia District. Results The cognitive degree of farmers for NCMS is very high(99.00%); the participation rate is high(96.55%), the satisfaction rate is high(84.00%), the rate of reimburse medical expenses recognition is high(99.00%); the rate of only to protect the illness awareness is high(93.00%); the NCMS on the relief of family burden obviously(90.98%); the rate of thinkin farming herdsman shall participate in the NCMS is high(100.00%); the rate of need for farming herdsman undertakes health education recognition is high(78.00%);the rate of hearding of farming herdsman regularly is high(62.00%);the most urgent need service of NCMS is high(77%);strengthening the prevention awareness rate of epidemic disease in rural is high(77.00%);the majority of farmers’ willingness to continue participating(94. 30%). But a high expectation of farmers for the NCMS, that can not be reimbursement the medical expenses timely( 83%) is its biggest drawbacks. Conclusion Most farming herdsman is satisfied with the NCMS, but the sustainable development of the NCMS is worthy to attention and study.更多还原
