【Abstract】 An analysis of the 22 years of Hong Kong’s Policy Addresses reveals that,before the handover of Hong Kong’s sovereignty to China,the British Hong Kong Government focused more on the construction of politics while after the transition in 1997 the HKSAR Government focuses more on the construction of economy.Furthermore,the construction of culture varies in the Policy Addresses of the two Hong Kong Governments in width and depth.Discourse and society are thus mutually constitutive.更多还原
